Mobility within Canada

Candidates licensed in another Canadian province or territory are eligible for the expedited “permit on a permit” (permis sur permis) procedure, under the Règlement sur les autorisations légales d'exercer la profession de dentiste hors du Québec qui donnent ouverture au permis ou au certificat de spécialiste de l'Ordre des dentistes du Québec (Regulation regarding legal authorizations to practise dentistry outside of Quebec that entitle the holder to obtain a permit or specialist’s certificate from the Ordre des dentistes du Québec – no English version).

The permit holder must complete an Application for a permit or specialist’s certificate, provide a copy of the legal authorization to practise in another province or territory, obtain a Certificate of Standing from every province or territory where he or she has practised and complete the other conditions for entry on the Roll of the Ordre des dentistes du Québec.

Any professional practising in Quebec must meet the requirements concerning the knowledge of French.


The fees associated with the process are as follows:

  • $1,300.00 to request processing of a Training equivalence application form. These fees are non-refundable
  • $1,739.00 to obtain a permit from the ODQ, renewable annually
  • $1,275.00 in liability insurance premiums (mandatory contribution to the ODQ professional liability insurance fund)

The fees and conditions for obtaining recognition of a diploma or training equivalence may be changed without prior notice. It is best to request up-to-date information from the ODQ before sending in an application.
